[Webcalendar] How do changes to webcalConfig.pm take effect?

<font size="2">I've set up webcalendar 2.8.8 and it's pretty great.
I've got the</font><font size="2"> basics worked out, but I can't seem
to get any of the changes in</font><br>
<font size="2">webcalConfig.pm to take effect. I don't seem to have an
admin level</font><font size="2"> user, I can't stop users from
creating new calendars, I can't get a</font><font size="2"> calendar to
be recognized as a corporate calendar, and I don't know</font><font
size="2"> where my pending uploaded image is waiting for approval.
Can someone</font><font size="2"> help me out? What am I missing?</font><br>
