The reminder on the editor page is sent at a time relative to the time
of the event, while
the reminder to all invitees is sent immediately after you entered it.

Do you get 2 messages 1 minute after another, occasionally? I think
that is caused
by a bug.
Or do you get reminders at 1-day intervals? That may be because of a
recurring
event or because of an outstanding task with reminder.

The reminder mails (the ones occurring at scheduled times) are sent from
webcald.
It can be started with a -log option to log everything it does.
The messages sent immediately when entering a meeting event are sent
from within
the webcal application.
The is no queueing inside webcal. Of course there may be queueing in
your mail system,
and there may be mails scheduled in webcal because future events have a
mail reminder
attached to them, but this is only decided at event time, not when you
edit the event.
