[Webcalendar] Cannot get WebCalendar to work

I have Apache (2.0.52) and mod_perl (1.99_16) running.
I have followed the webcalendar installation
instructions but after restarting httpd I am getting
the following error:
yntax error on line 999 of /etc/httpd/conf/httpd.conf:
PerlRequire directive not allowed in a <Directory>
block


What am I doing wrong?
