There is a packaged binary for use with Apache on Windows, located at
ftp://ftp.ma.utexas.edu/pub/mzou/webCal/webcal.zip .  So far as I know,
there is no package for IIS.  However, if you know how to make perl
programs run on IIS -- something I assume is possible, but have no clue
about -- you can fetch the regular distribution (from ftp at
ftp://ftp.ma.utexas.edu/pub/mzou/webCal/) and manually tell IIS how to
handle it.
