I also commented out the sendmail definition just above those lines:

Hopefully this posts back to the thread, so others can know that Rob's
advice hit the nail on the head.

It should be no problem to install and try webcalendar without e-mail.
But looking at the docs, it seems like on the Windows platform you can
send e-mail by setting the smtpfrom and smtpto variables in
webcalConfig.pm.
You are right, there does not seem to be any documentation.
I would try this at first:
'smtpfrom' => 'webcal a t yourdomain.com'
'smtoto' => 'your.smtp.server'
(of course there has to be an SMTP server on your LAN that can be used
to send your local mail and you need to know its domainname)
