I see what you mean:

     outermap(f,[[a]]) gives [[f(a)]] instead of [f([a])] as specified.

I think this may be a hack to get outermap to work for matrices "for
free".  It is a bug and should be fixed.  While we're at it, we might
as well also add support for sets.
