[Maxima] new language

Hi for all.

The portuguese language is separated.

The reason of this proposal is that there are some words diferents betwin 
Brasil and Portugal like "ficheiro" e "arquivo" and others that was writed for 
me at this list.

Jaime know "portuguese" and Jorge know "brazilian portuguese".

The question now is tecnical.

my suggestion for it is:

1-The new two directory will be:

pt_BR.utf8 and pt_BR

2-The inicial content of this two directory will be:

pt_BR.utf8 equal to pt.utf8
pt_BR equal to pt

3-The actual directorys pt and pt.utf8 will be managed by Jaime and the 
directorys pt_BR and pt_BR.utf8 will be managed by me (jorge).

4-If Jaime need then Jaime copy any file from Jorge.
5-If Jorge need then Jorge copy any file from Jaime.

6- pt_BR* may be included more late (5.11 or 5.12 maxima version).

7-all languages may be released in a separate package to keep maxima package 
small.
