[Maxima] double sum?

If so, could you provide this trivial implement ion 
KostasSum :-) -> nested sum using  macros?
I am not adverse to trying it myself, but I've never used 
macros.  I think just this, by itself, would be a worthwhile 
addition to Maxima.
