I think that the current Allegro CL Express (free) license does not allow
you to distribute such a binary. Maybe a case could be made to allow this.
Without special permission, it would be a 2 step process: a user needs to
Get a (free) copy of Allegro and then run a program to load files. Then
make a dump.
For the other lisps, if they are basically GPL, then the binary is GPL too.
