Just to restate the obvious: You are free to develop anything
you want, for any platform you want, by any means you want,
so long as the license terms of Maxima are honored.
If the result were to be distributed as part of the official
Maxima project, there would have to be some discussion.
But that is certainly no reason for anyone to forgo their own project.
In fact there are several independent projects listed at:

existence as a sign of Maxima's ongoing vitality.
As a practical matter, it might be easier to make progress by
jumping on someone else's bandwagon. But I don't think there
is any existing work on a Cocoa interface, so you'll be breaking
