[Maxima] Why is tlimswitch false by default?

There's a suite of limit problems from Dominik Gruntz 's PhD thesis, c.
1996.
I don't know if there is a text version suitable to put in a test suite, but
a copy of the thesis is online in postscript.
 
It might be a good project for someone to just implement this in Maxima, and
toss out the (non tlimit) code.
