[Maxima] planning release branch for Dec 1

Hello,

I am planning to make a 5.14 release branch in CVS on Dec 1,
if there isn't too much opposition to that.
The 5.14.0 release itself would be a few weeks later.

If developers would like to squeeze something into the next release,
now is the time to make it happen ....
