Changes since the 5.15 release are in ChangeLog-5.16.

I'll paste that text into the notes box in the SF file manager.

Although the change logs are in the tar.gz, they are not in the rpms.
Probably they should be. If someone wants to update maxima.spec.in
to include them, that would be great. If not, I'll get around to it eventually.
