How about if you do it in 2 steps?
block (subst(sin(t), F(t), eqq), ev(%%, nouns));
=> 1 - cos(1) = a
I'm pretty sure the observed behavior is correct -- Maxima has
a "one-time" evaluation policy. So eqq is evaluated to 'integrate(...)
but 'integrate(...) is not re-evaluated.
