[Maxima] Maxima 5.20 release branch planned for Dec 1

I certainly agree that the exponent markers could be documented better, as
could many other parts of Maxima. And there are surely many bugs,
infelicities, and omissions in all parts of Maxima which might well cause
confusion and disillusion.
However, I am surprised that this particular issue seems so important and
urgent to you that you insist that other improvements to functionality and
documentation in the next release be held up until it can be resolved.
