[Maxima] is(equal(0b0,0)) error

With Maxima built from CVS a few days ago, I get a Lisp error
in the rat stuff (called from equal).
rat(0b0) => (> EXTRA 1) must evaluate to a non-NIL value.

I don't see that error in Maxima 5.20.1.
