Try facsum(%,x).

(%i3) display2d:false;
(out3) false

(%i4) m^2*x^2+x^2+2*b*m*x+4*m*x^2-6*x-b-4*b+9;
(out4) m^2*x^2+4*m*x^2+x^2+2*b*m*x-6*x-5*b+9

(%i5) facsum(%,x);
(out5) (m^2+4*m+1)*x^2+2*(b*m-3)*x-5*b+9
