[Maxima] Removing Sourceforge blanket blocking

I've just read this on the FAQ page:

Is it free?

Yes. Maxima is distributed under the GNU General Public License, with some
export restrictions from the U.S. Department of Energy.

What kind of restrictions are applyed?
